Part of Wadsworth Property Rezoned By St. Tammany Parish Council

 


When residents of any community hear that there will be a manufacturing and logistics project close to home, they often fear what it will do to the environment around them. St. Tammany Parish residents are questioning the rezoning of a part of the Wadsworth property at the intersection of La. 1088 and Interstate 12 close to Mandeville.

John Crosby, a developer, wants to build an 800-plus acre industrial corridor on the site. He assures the St. Tammany Parish that the project will bring good jobs to the area and will not harm the environment. Residents spoke their concerns at the Parish Council at a town hall meeting about the impact on traffic and drainage.

Currently, the land is zoned for a mixture of different residential zones and a planned business campus zoning. Crosby is no stranger to these kinds of projects. His company developed The Sanctuary in Mandeville and has a good reputation for being environmentally friendly.

The plan for the site is to have 15 to 20 sites with the smallest being 25 acres. The buildings will be large and look like office buildings.
He also promised to use surfaces that allow rainwater to reach the underlying soil, such as crushed limestone or pavers with plantings in them, sometimes known as living concrete. Other features will include large swales covered in vegetation. With these steps in place, there will be less runoff and better water quality that does run downstream.

"It will not be a wasteland. It is something you are going to be proud of," he said.

Target or Office Depot, Amazon, FedEx, or UPS are some of the businesses looking to locate distribution centers at the proposed project. He explains that what they will be using the land for will not be noxious or offensive and will not pollute the air or water.

This is not enough for Nancy Wagner, who fought a high-profile and successful battle against the proposed Medline medical equipment distribution center that was planned to be built near Covington. She does not see how they will keep from destroying the environment such as plastics and paint manufacturing. Deed restrictions can only go so far, and she believes they cannot be relied on to enforce zoning matters.

Residents still questioned the project even with the jobs that could potentially be generated there. Crosby does point out that more people who grew up in the area, will stay in the area if they have jobs to go to. The kind of companies that are in discussion to be part of the project will be companies that will attract and hire college graduates.

"Where are we going to put all those people," David Jones, a member of Concerned Citizens of St. Tammany asked. "Apartments," someone in the audience replied.

St. Tammany Parish School District Approved Tax Renewals


 Last month St. Tammany Parish voters voted on four property tax renewals for their school district. The voters approved the tax renewals which total 42.72 mills. The St. Tammany Parish School District will gain around $102 million dollars annually.

This sounds like a huge chunk of change, and it is, however it is just part of the school district's approximately $453 million budget. The money pulled from the four taxes will go to things such as general school operations, employee salaries and student educational programs.

St. Tammany schools Superintendent Frank Jabbia is thankful that the four taxes generating the $102 million won by the voters. He said it would have been "catastrophic" if the four taxes were not supported by the community. The four taxes will not go into effect until 2023 and will stay in effect for 10 years. Nineteen percent of the 186,000 St. Tammany Parish voters voted on the four taxes.

The first proposition at 4.42 mills (bringing in around $10.52 million annually won by 54%. The second proposition at 32.41 mills (bringing in around $77.1 million annually) won by 55% of the vote, proposition three at 3.14 mills (bringing in around $7.4 million annually) received 54% of the votes and the fourth proposition at 2.75 mills (bringing in around 6.5 million annually won by 53%.

St. Tammany Parish's Future Looks Bright Even Among the Pandemic

St. Tammany Parish Development District hired Chris Masingill in May 2018 to be the CEO of St. Tammany Corp. St. Tammany Corp. was developed to create partnerships and opportunities to help the parish prosper. The company is the lead economic development organization in St. Tammany Parish.    

When Masingill began his position as CEO, St. Tammany was on an uphill path with a great local economy, many prospects and partnerships in the works that could bring the parish additional jobs and the parish’s performance was well above standards. Today, the parish’s prosperity has taken a hit by the stay-at-home orders and social distancing guidelines the novel coronavirus has brought on.

Masingill is being proactive and has a plan in place to hopefully return to pre-pandemic levels of prosperity and keep on a positive track for the future. Masingill is focusing on what can be done in the future to best ensure the parish remains a place of choice to work, live and play for decades to come.

St. Tammany’s unemployment rate dramatically rose in 2020 because of COVID-19. During the height of COVID-19, 50,000 St. Tammany residents sought unemployment benefits. Many of the parish’s industry sectors were hit very hard. Those that were hit the hardest were hospitality, tourism and restaurants. The Ceo explains that the parish’s revenue has been reduced but some of it is slowly returning. The parish might not see as much motel/hotel sales tax nowadays but taxes from grocery stores and hardware stores have spiked.

Masingill reports that there are some companies that are busier than ever because of the change in spending habits due to the novel coronavirus. In St. Tammany, the logistics, transportation, warehousing and distribution sectors have boomed. The parish has thrived in this industry because of its geographic positioning and the talented workforce it has living among it. Masingill believes this shift is because the global supply chain has changed. “Even with the vaccine coming online and the economy getting energy behind it, there’s little doubt that some things about the way we do business have fundamentally changed forever,” he relays.

People are currently hiring and job postings for the month of November 2020 were at 7,000 unique postings. St. Tammany residents are still spending money and there is a rebound in consumer confidence but the recovery will be slow. We should understand that there will be ups and downs to the long-term recovery. “There is no quick fix. We’re talking several more months, and some people predict several years, before we see the same level of economic activity we saw in 2019,” Masingill states.

St. Tammany is very lucky that it is home of some of the most educated people in the area. It is reported that 40% of the residence in St. Tammany hold a college degree. Masingill wants to focus on keeping its residence local to work and not go out of the parish for employment.

It is in the perfect location and the parish has access to things people want. The parish is in the top 10% of the most populous counties/parishes in the United States. Masingill continues to keep the area in the top 10% and believes that quality of life is just as important as sustainable growth, job creation and business development. “You want a nimble and resilient community. If you have that, you can rebound that much more quickly when things like a pandemic happens, when a hurricane happens.”

Overall Masingill feels that balance will be the success of St. Tammany’s robust economy. “There’s a balance. (You have to be in the middle.) That’s the sustainable and smart approach. We want our kids and grandkids to either stay here or have a place to come back to where they can reap the benefits and enjoyment of a place where they can have access to the things they want. That’s educational opportunities, job growth and expansion, a place to enjoy all the things our community has to offer,” says Masingill.

Many St. Tammany Little Leagues Hope To Still Have A Season

If all goes well youth sports will be allowed to begin the spring season on June 13. A full season will be played with end-of-season tournaments in August.

The decision to reopen will depend on Gov. John Bel Edward’s announcement regarding phase 2 according to St. Tammany Parish President Mike Cooper. Cooper also said the decision to reopen
youth sports this summer will also be discussed among recreation districts, parks, coaches and parents.

“We want to see the kids on the fields in the next few weeks,” St. Tammany Recreation District No. 1 board member Rick Danielson said.

Although non-contact youth sports were allowed in Phase 1, St. Tammany did not allow any sports. The parish’s decision was based on the concerns there were not enough staffing to enforce the recommended safety guidelines.

“We don’t know all the effects on children,” Cooper said “Even young children are getting COVID-19 or other associated illnesses.”

The districts have now had time to come up with safety procedures and policies to follow while holding a season during COVID-19. The procedures will include removing bleachers, staggering schedules to reduce crowds during events, disinfecting dugouts between games, and reforming lines at the concession stands.

Among the St. Tammany districts to reopen will include Slidell Bantam Baseball Association, and St. Tammany Recreation District No. 1, which oversees the sprawling Pelican Park complex near Mandeville. Slidell Bantam Baseball Association usually has around 1,000 players ages 4 to 15 playing during the spring season and Pelican Park already had 504 boys and 206 girls signed up for the 2020 Spring season.

Not all St. Tammany districts agree. Tammany Parish Recreation District 7, which covers Pearl River, and St. Tammany Parish Recreation District No. 4, which covers Lacombe have canceled their spring season altogether.

Most parents are on board with the decision to play. Slidell Bantam Baseball Association’s board president Brad Smith says there has been a positive response to reopening.

“Parents want their kids to get out and do normal things and be back at the ballpark,” Smith said.

Mandeville to Get a Felix’s Restaurant & Oyster Bar

Felix’s is a staple on the French Quarter for those who are craving oysters and has been since the
1940’s. In 2012, Danny Conwill purchased the restaurant and has since franchised. Along with the original French Quarter restaurant there are currently two more locations, one in Gulfport, Mississippi and one on the New Orleans lakefront.

The new location in Mandeville plans to open in November 2019 in the Village Shopping Center (the old N’tini’s location). Robbie Orgeron, manager of Felix’s Restaurant Group is already staffing the new location.

While many characteristics in the old N’tini’s are still present, the interior of the restaurant was completely renovated. Orgeron said with this location they wanted to create a more open space for family and group dining.

“It’s the same Felix’s, but we’re designing it for the business we know is big here,” he said.
Dividing walls were taken down and replaced with a long banquette and bar and oyster counter. The dining room has a view to the grills where patrons can watch the cooks prepare their meals. Large
TVs have been placed in the bar and dining room which will show games and other sporting events.

Mandeville residents can look forward to the bigger menu which is served in their lakefront location. There will be more entrees, and a range of seasonal boiled seafood such as shrimp, crawfish, blue crabs and crab legs(also steamed).

A Mandeville Favorite Dining Spot Is Not Gone Forever

Liz’s Where Y’ at Diner in Mandeville was tragically burned in a fire June 11, 2019. The closing of this landmark at 2500 Florida Street was sad for everyone. Liz is not letting the fire detour her business. She plans to reopen.

Tuesday morning, June 11, 2019, a fire broke out during a busy morning rush. The fire began in the dry goods storage area and spread from there causing major damage to the building. The restaurant’s 10 year anniversary is today and will be celebrated when the restoration is complete.

Liz praised the community for their love and support, “The love we’re getting … the wonderful things people are saying and doing for us. The free meals (from neighboring restaurants). It’s amazing. It’s truly amazing.

“I’ll tell you: It’s overwhelming.”

Liz Munson opened “the laid-back diner” ten years ago in Mandeville on Florida Street. This had been her dream after waitressing for fifteen years. The New Orleans native wanted to celebrate the New Orleans’ classic Creole food in the tranquil setting of the Northshore. 
     
The fire hasn’t stopped her from working nor her employees. She will keep paying her employees even though the restaurant is closed. Liz has created a make shift office out of a picnic table next door. She and her 33 employees are working on getting the restaurant restored and reopened.
Luckily the damage was mostly in the kitchen area, however everything will have to be replaced.
Munson explains that, “The smoke (damage) is everywhere. Little things like the pencils and the pens. Every sheet of paper. Everything smells like smoke.”

Patrons will still enjoy the same food, and same atmosphere as before. Liz shoots for a Labor Day reopening. There is a GoFundMe page that has been set up to help cover cost.

St. Tammany New Property Tax Supports School Safety

St. Tammany Parish school system has 55 school campuses with 39,000 students. The school system takes no cuts when it comes to safety. Currently there are 1,793 security cameras in schools and buses, perimeter fencing around all campuses, and visitor photo id systems in place at each school.

The new property tax, which 64% of voters supported, gives the school system money annually allotted from the new 2-mill tax. The money will pay for police officers and mental health providers at each school campus. Luckily the 2 mills will not cost St. Tammany homeowners additional tax money due to the School Board decision to cut 2 mills from the district’s tax rate.

Other outcomes of the May 4, 2019 voting were also positive. Sixty-five percent of the voters agreed to allow $175 million in bonds to go to St. Tammany schools for construction and technology purposes. Covington elected Mark Verret as the final member of the City Council. There was also a 10-mill, 10-year property tax for Lacombe area recreation renewed as well as a 5-mill, 10-year tax for the Pearl River fire district.
This month St. Tammany Parish voters approved referendums “to pay for police officers and mental health providers on public school campuses.”

Port Marigny Development Will Be Built In Mandeville

The huge lakefront residential-business development in Mandeville called the Port Marigny Development has been in front of the City Council since 2015. Mandeville City Council originally
nixed the plans for the development in 2017. The 77-acre site that was once a concrete plant will be allowed to be the future site of the Port Marginy Development under a new Mandeville City ordinance.

The former Pre-Stressed Concrete abandoned industrial site sits along Lake Ponchartrain at Monroe Street. Drs. Michael and Marcus Pittman own the property and proposed the $180 million residential-commercial project. The project is the largest development that has ever been planned in Mandeville.
“Port Marigny will be a good thing for the city and for the people of our community,” said Dr. Michael Pittman, who with his brother has owned the site for more than 30 years.


Port Marigny Development originally planned to include businesses, a hotel and over 400 residences. Under the new city ordinances the development can only have a maximum of 350 residential dwellings under certain conditions laid out by the Mandeville Planning and Zoning Commission and a maximum of 36,000 square feet of commercial space which can include restaurants. The highest building can be 65 feet high but the majority of the buildings will only reach 35 to 48 feet high.
Mandeville Planning and Zoning Commission will allocate where the taller buildings will be allowed.

The two brothers will have five years to get a city building permit and plan to start construction on the project in a couple of years.

City Councilman David Ellis believes its a win win situation for the developers and those residents who have opposed the development since its conception. Many residents voiced their concerned about about density, traffic and potential flooding of its lower elevations.

“There’s going to be some arguments,” he said. “But I think it’s a win for all.”

Is Madisonville A Town Or A Village?

This is the question many are pondering since Madisonville’s population is just over 800 residence. According to Louisiana Lawrason Act in order to be considered a town you must have 1,001 inhabitants.

In a report issued this week by the state legislative auditor it states, “Because Madisonville had only 748 residents as of the 2010 federal census, it appears that it should be classified as a ‘village’ under
its charter.”

This is a serious issue posed on the town as it even says in Madisonville’s own charter that the governor must be notified of a change in the town’s population. There will be several recommendations the town must follow from changes to the number of town board members to refining policies.

Many residents and leaders alike are not happy with the change in board members from the current five to three.


“I kind of like five people,” Brad Haddox, who serves on the Town Council said. “That’s five different considerations. … With more varied people, you have more varied viewpoints.”

How did this oversight occur? According to Haddox it was an innocent oversight. The Madisonville Charter list many governmental responsibilities that just don’t apply to today. Examples include regulating taxes on corn doctors, pet bear exhibitors, exhibitions for pay, fortune tellers, ten pin alleys etc.


Madisonville has only had a population of at least 1,001 residents in two U.S. Census reports. One in 1910 with 1,028 inhabitants and in 1920 there were 1,103 residents. Since then the town has seen a drop with the lowest population in 1990 at 659. Currently the population sits at an estimate of 831 residents.

“I don’t think we’ve been at 1,000 for 40 or 50 years,” said Mayor Jean Pelloat.

As of February 1, 2019, Governor John Bel Edwards has been notified via letter of the town’s current
population. Madisonville also sent a copy of the town’s charter and additional information the Governor requested to review.

The Mayor and town officials are waiting to hear back on his decision.

As for the name town or village, many residents believe a label does not define a community.
“We are such a small town,” said Stephen Marcus, president of the Madisonville Chamber of Commerce. “We’re in a pretty small area; we kind of call ourselves a tiny little village … there’s no stigma.”

Local Mandeville Artist Exhibits Artwork at Diboll Gallery

Diboll Gallery, located at Loyola University in New Orleans, is currently housing an exhibit that features a local Mandeville Artist. Luba Zygarewicz, a Mandeville resident, is part of the HIVE MIND exhibit which continues until March 17, 2019.

Luba was born in Chile, and came to the United States, San Francisco, when she was 15 years old. She began her formal study of art at Loyola University and earned a Bachelor of Art in Sculpture.San Francisco Art Institute.
She then went on to obtain a Master of Fine Art from

Motherhood took over for awhile, but she still was able to create and discover her talent while rearing and schooling 4 children. Many of her pieces reflect her stages in life and the story of her family. Her mediums include used tea bags from her cups of tea, discarded twigs, lint from her dryer and even clusters of hair.

“Finding myself doing piles of laundry,” she said in the show’s statement. “I often thought of fellow artists I knew…they were probably in their studios making ‘art,’ while I was doing yet another load of laundry. This is where my time is going! ‘Petrified Time: 13 years of my life folded and neatly stacked’ grew out of this inner struggle between domestic obligations and my creative practice.”

“For a while motherhood defined a lot of my work and the process. I think that’s why I worked in little things because they would accumulate into big things,” she said, adding that her long-running
project – collecting her fallen hair for over 25 years– was important because “it was a reminder that I am an artist.”

“My work investigates implied presence in light of absence. I collect moments that together create an experience as a way of holding memories. Memories often drift into the present and are woven into my practice.” she said in a proposal for The Wild: Artist in Residence on Italy’s Amalfi Coast. She was one of five international artists awarded a spot in the November 2018 residency, entitled “Wonder Up a World.”


“The whole point was being more aware of how I move through the world, in a sense of just being present,” Zygarewicz said of LED-lit shoes she created as a representation of a mindful walking practice for an interactive performance during the seven-day residency abroad.

Her installations and sculptures have been exhibited locally, nationally and internationally including Agora Gallery in New York City, Acadiana Center for the Arts in Lafayette, Sonoma Valley Museum of Art in Sonoma, California, Ogden Museum Of Southern Art and the Contemporary Arts Center in New Orleans, Woman Made Gallery in Chicago, among others.

St. Tammany Parish Hospital – A Great Success

St. Tammany Parish is no surprise a great place to live. The parish houses many great restaurants, shops, communities, top schools and places for residents or visitors to enjoy.  U.S. News & World Report’s listed St. Tammany Parish Hospital as one of the top in the nation in 2014.

St. Tammany Parish Hospital opened its doors in 1954 with only 15 hospital beds and today the hospital holds 232 beds. On November 27, 2018, the public hospital hosted a ground breaking on a $53.4 million expansion. The expansion will add close to 159,000 square feet and will include a four-story build-out. The number of beds will go from 232 to 247 with all private rooms.  Once the project is completed, the semi-private rooms throughout the hospital will be converted to private rooms.

According to Joan Coffman, St. Tammany Parish Hospital President and CEO, the first floor will be where the administrative offices and conference areas are located, the second and third floor will house critical care and medical/surgical beds and the fourth floor will be as she described “shell space” for future growth.

The expansion is going to be designed so that a fifth floor could be supported according to the architect, fl+WB Architects of Covington and the contractor, Milton Womack Inc. of Baton Rouge.  There is a three-year plan, Expansion 2020 Project, that includes the recently added new parking lot, and renovation of existing patient rooms. The expense will be covered by bonds issued by the hospital.

Coffman reports that 85% of the beds at the hospital are always in use. She states, “This is because of the (population) growth of the parish, especially western St. Tammany.’’ Admissions to the hospital rose 9% from 15,656 in 2016 to 17,038 in 2017, surgeries rose 14.5% to 11,000 in 2017 and emergency room visits hit a high of more than 47,000 in 2017 making a 12% increase. The parish has also started to attract more retirees which will put a huge demand on health care in the area.

One Student’s Kindness Develops Into A Nonprofit

The holidays are fast approaching and many call it the season of giving. It is a time of not only giving to friends and family but also giving to those in need. One St. Tammany mom has organized a way not only to give during the holidays but all year round. Wendy Keller and her close friend Tina Billiot Our Friends Closet which helps students in need.

Although St. Tammany is an affluent area, there are 316 students within the St. Tammany Parish public school district that are currently homeless and a projected 1,000 or more will be homeless by the end of the school year. There are not only homeless students in need, but also students who might not be able to afford essentials.

The catalyst to Keller’s idea was her 14-year old daughter who is a student in the St. Tammany Parish public schools. One day Keller’s daughter asked her for extra hygiene products to take to school for her friends that were homeless. After calling the school office at St. Tammany Junior High, she confirmed that this was a true need.

“It ate at me,” she said. “Then, in church one Saturday the homily was ‘If not me, then who? And if not now, then when?”’

That is when both Wendy Keller and Tina Billiot started to collect basic hygiene supplies and made their first delivery to two schools, St. Tammany Junior High and Salmen High School.  From then on word begin to spread through social media.

Currently the Billiot’s home has a room that is filled with supplies such as socks, deodorant, shampoo, toothbrushes and even quarters for the laundromats. Crews fill the supplies up into bags and they are delivered to the schools. There is no contact with the students, all the work is done through the counselors at each school.

Our Friends Closet is now registered as a nonprofit and now delivers to schools in St. Tammany, St. Bernard, Tangipahoa and Washington parishes and Ocean Springs, Mississippi.

STAA: How It All Began

The emergence of the St. Tammany Art Association (STAA), on December 1, 1958, was just the beginning of the life long celebration in the community of the arts. The idea of the origination’s concept came from the first meeting notes taken August 15, 1957 at a group meeting held at the Covington resident, Mrs. Miriam Barranger. In the notes it stated that their group’s motto was “to encourage education and interest in the fine arts in the community through lectures, panel discussions, exhibits and the screening of motion pictures. To sponsor classes in painting, sculpture, crafts and the fine arts generally.”

In the last sixty years, the STAA has not only lived out this motto, but the nonprofit, has superseded it by supporting local well-known and emerging artists. Throughout the years it has enriched the Covington Art Market, Art Alley, the annual Fall for Art Festival, the annual Spring for Art Festival, both adult and children educational classes, holiday and summer camps, artists’ panel discussions and special programs such as Cancer to Canvas, Sizzlin’ Seniors and Veteran to Veteran.

With the development of Art Alley that runs along N. Columbia Street between STAA’s Art House and the historic H.J. Smith & Sons General Store, STAA brings a space for community gatherings and cultural commerce space. Kim Bergeron, the former executive director, turned the ordinary alley into a place of art celebration and the home of the Covington Art Market.  According to Bergeron, “Art Alley initiative is a Creative Placemaking effort designed to transform an ordinary alley into a community gathering and cultural commerce space. I intend to continue to work toward bringing that project to its full potential. The harmonica campfire concert with our Culture Camp children, led by GrayHawk Perkins, and the Holiday Children’s Tea in Art Alley were among my favorite events – truly magical. I see so many possibilities for Art Alley as a place to celebrate arts, culture and non-profit organizations.”

STAA will continue to serve the community and reach as many people from all walks of life in the celebration of art. As the nonprofit pursues a new executive director, STAA will remember their motto and all of the programs created by the former leader. Roswell Pogue, president of STAA’s board of directors describes Kim Bergeron by stating, “Her enthusiasm and drive have expanded our community outreach and profile. We are here, as an organization, to reach as many people from all walks of life as is possible, and Kim has been integral to that goal.”

A New Levee for Lake Pontchartrain

The National Oceanic and Atmospheric (NOAA) and Army Corps of Engineers shows an abundance of hurricane activity along the Southern Shore of Louisiana.  In fact, the Army Corps of Engineers created a map of potential stillwater elevations for a storm surge from a hurricane with a 1% chance
of occurring that has a possibility to hit the New Orleans area in 2070. The 100-year storm would be a devastation to all areas surrounding Lake Pontchartrain if proposed new levees are not built.

Congress has before them $100 billion dollars in various flood protection projects that the corps plan to build nationally. Many of the projects would greatly help and reduce tragic loss during hurricane season in the Greater New Orleans area. Fortunately, in 2014, Congress approved the 2014 Water Resource Bill which was the first step in the process of authorizing a levee to be built. Due to an emergency supplemental appropriation that is linked to the recent devastation from hurricanes and floods, the West Shore levee has been approved and fully funded. The West shore project makes up only 1 % of the $100 billion in projects before Congress.

According to U.S. Rep. Garret Graves, R-Baton Rouge, the fast pace of the Congressional approval and funding for projects such as the West Shore levee is unheard of. Graves believes funding projects such as this should be the norm.  It is reported that the nation spends billions on restoring homes,
businesses and infrastructure loss due to hurricane flooding. If the nation spent just millions on flood projects beforehand many of the devastation could have been avoided. “This project pays for itself,” Graves said. “Think about the cumulative money spent picking up the pieces from Hurricane Isaac,” he said. “We cannot continue to spend billions in the aftermath of disasters. We have to spend millions in advance.”

The West Shore Lake Pontchartrain hurricane levee project is set to be completed by 2023 hurricane season. The $760 million-dollar project includes 17 miles of levee and a mile of concrete T-wall. It will mostly be located in St. John the Baptist parish which will include berms around Gramercy and Lutcher, a separate berm around Grand Point North and smaller berms around other smaller non-residential buildings. The 17-mile levee will separate populated areas west of I-10 from storm surges moving inland from Lakes Pontchartrain and Maurepas and adjacent wetlands.

The New Orleans Army Corps of Engineers’ office announced the project will begin construction by early 2021. According to Col. Michael Clancy the project will be divided into 11 smaller projects and will be under the local sponsor, Louisiana’s Coastal Protection and Restoration Authority. According to the federal law, the state’s Coastal Protection and Restoration Authority will pay 35% of construction cost, however the Army Corps of Engineers will pay construction cost upfront and will allow the local sponsor to repay them over a 30-year period upon completion of the project.

Once the project is complete the Pontchartrain district will control and operate the levees. St. John Parish President Natalie Robottom looks forward to what the future holds for this project.  She feels it is the parish responsibility to allow its residents and business owners to participate in the $760 million-dollar project so the dollars spent will stay within the parish.

Student of the Year Finalists Announced

An award based on the following four characteristics: academic achievement, leadership skills, character and work with the school and community is what was given to Zoe Dieringer, a 5th grader at Lancaster Elementary, Louis Cohn, an 8th grader at Boyet Junior High, and Grace Dragna, a senior at Mandeville High School. There were the finalists for Student of the Year competition in St. Tammany Parish, and they will go on to compete in a regional competition.  The regional competition finalists will be announced next month and include students from seven regions across the State of Louisiana.

Student of the Year awards are chosen specifically from grades 5 (elementary school), 8 (middle school), and 12 (high school).  Students are chosen from both public and non-public schools.  After the regional competition determination has been made, the finalists from that event will go on to be selected as the Student of the Year for the State of Louisiana.  Portfolios by the students, writing samples, and interviews are submitted at the regional level to help in the judging of students.

The chosen students from St. Tammany Parish had numerous accomplishments.  Zoe Dieringer has a 4.0 grade point average, tutors other students, served on the Student Council, is a member of the band, playing the flute, and is  amember of the Nutritional Advisory Club, the Hammond Ballet Youth Ensemble.  She hopes to become a professional dancer and has been invited to attend the American Ballet Theatre Your Dancer Summer Workshop in New York City.

Louis Cohn’s accomplishments include starting left tackle on teh Boyet Junior High football team, a 4.0 grade point average, a member and award recipient of the Boy Scouts and Cub Scouts, and was named Boyet’s outstanding Student in American History, Life Sciences and Reading.

Grace Dragna maintains a 4.56 grade point average and volunteers for and leads numerous organizations including the Mandeville Youth and Government Club, Political Thinkers Club, the Mandeville High Student Council, Feeding the Needy (Covington Rotary Club), So Others Might Eat Soup Kitchen in Washington, D.C., Greater Baton Rouge Food Bank, the Samaritan Center, the Louisiana Youth Legislature, and the 2018 United States Senate Youth Program.  She is also a National Merit Semifinalist.

Old Covington Courthouse to Go Up For Auction

On a location which was always considered the town center of Covington, there have been 3 courthouse buildings which have stood since 1837 when the St. Tammany Parish Police Jury bought 4 lots for the purpose of “planting” the Covington courthouse.  The original courthouse was demolished in 1884, and in 1886, a new courthouse was built which stood until 1957.  Then, the courthouse that now stands at the location was completed in 1959.  This courthouse is being considered city surplus and will be auctioned to the highest bidder towards the beginning of 2019.

The current building houses the 911 center for St. Tammany Parish.  It has been rented out for this purpose for approximately 10 years. A new 911 facility is being construction north of Lacombe and will be a 16,000 square foot building once it is completed.

Public preference in Covington has been that the current courthouse stay in the purvue of the city and
be converted to a museum or public park space, however, with the budget shortfall coming up for the next fiscal year, an auction will be necessary.  To that end, the Covington City Council appointed a nine-member panel to do a study as to the uses for the building.

The building is 31,000 square feet and it also has a plaza in the front which is home to ancient oak trees, which are part of the charm of many public places on the Northshore. It is located at the corner of Boston and New Hampshire Streets and is currently owned by the St. Tammany Parish government.

St. Tammany Parish Children’s Museum Opens at Koop Drive

A plan 15 years in the making came to fruition the weekend of January 20-21, 2018.  The Children’s Museum of St. Tammany opened its doors to great fanfare that weekend.  The Children’s Museum which is located near the St. Tammany Trace Trailhead at Koop Drive, will begin to have regular business hours on Tuesday, January 23rd.  The museum has exhibits which are focused on toddler-age children to elementry-age children.

The idea for the Children’s Museum originally began with the Junior League of Greater Covington in 2003.  A non-profit was formed in 2011 called The Children’s Museum of St. Tammany to begin on
fundraising activities to raise money for the new facility. Partners in the endeavor include the St. Tammany Parish government and the St. Tammany Parish school district.

In fact, the St. Tammany Parish school district held its 8th fundraising event on December 1, 2017, which was led by the students to raise money for the museum.  A check in the amount of $19,377 was then donated to the Children’s Museum by school superintendent Trey Folse during a school board meeting on January 11, 2018. A total of $160,000 has been raised using similar fundraising efforts during the last 8 years.

The facility at the Tammany Trace Trailhead at Koop Drive is only an interim location for the museum. The final facility will be built on St. Tammany Parish’ planned cultural arts district on land adjacent to the Colonial/Pinnacle property at Louisiana 21 / I-12 and the Tchefuncte River.

New Restaurant in Old Mandeville Has New Orleans Roots

A sous chef with seven years’ experience working at Commander’s Palace in New Orleans will be opening a new restaurant in Old Mandeville, just 5 blocks off of Lake Pontchartrain.  The restaurant building which used to house Vianne’s Tea House and very briefly the Ugly Duckling Cafe will take on the new name of Hambone and will server breakfast, lunch, coffee and brunch on the weekends.

The fare will include traditional southern and Louisiana food like red beans and rice.  According to the new owner and chef, Luke Hidalgo, the menu will feature southern comfort food and include
specialty sandwiches and small plate meals.

“It’s that little bit of a turn that you put into your food on the front end that makes all the difference in the world,” Hidalgo said of his approach in designing his menu. “It takes a little bit of an extra effort, but it’s worth it.”

The endeavor is being taken up by Luke Hidalgo and his wife Marci, who he met at Commander’s Palace and who also has restaurant experience. The location of the new restaurant is 544 Girod Street.  In addition to working at Commander’s Palace, Hidalgo also has experience working as executive chef at Palmetto’s Restaurant in Slidell.  The new restaurant will have approximately 145 seats – 85 inside and 60 outside.

Reduced Crime in Covington for the 4th Year in a Row

For the fourth consecutive year, the crime in Covington, Louisiana, is down compared to previous years.  Covington, Mandeville, and Madisonville, Louisiana, all have very low crime numbers in St. Tammany Parish.  St. Tammany Parish is considered a very safe place to live and to move to according to people who currently live in this area.

However, the good news about crime being even lower this year in Covington, is excellent news for homeowners.  This news means that their homes will continue to appreciate in value as St. Tammany Parish remains a sought after place to live and move.

Major crime in Covington went down by 22% in 2017, and these decreases were in the categories of
rape, robbery, aggravated assault, and assault and theft.  There were increases in just 2 categories – burglary and vehicle theft.  Just one murder was recorded in Covington in both 2017 and 2016, which kept that category number the same.

“While the importance of crime statistics cannot be understated, and we are ecstatic about the fourth consecutive year of reduced numbers of crimes reported, the real success of our agency lies in the relationships we have built with our citizens in the community,” Police Chief Tim Lentz said in the release. “We are truly blessed to live and work in a community that cares.”

Community communication and outreach programs can be credited for the low crime rate in this area.  Community members have a good relationship with law enforcement which helps to keep information flowing and reduces or stops crime before it happens.  Several outreach programs have been put in place to help with the drug abuse epidemic, which seems to be a nationwide problem as well.

St. Tammany Project Christmas Gives Back to the Community

You could call them St. Tammany “elves,” those are the volunteers who dedicate their time and skills at this time every year to make sure that families in need in St. Tammany Parish have both food and gifts to give their kids for Christmas.  The organization is called St. Tammany Project Christmas, and its purpose it to provide toys and a Christmas feast to 1,650 children, 30 senior citizens, and 650 families on the North Shore.

A vetting process is in place to make sure that the families that are being provided for are qualified to receive the gifts. The volunteers are employed to put together gift baskets filled with non-perishable
food and vouchers for the Christmas meat selected by each family.  They also help with assembling gifts, including bicycles, to be given as gifts for the kids. Sometimes, there will be as many as 300 bikes to make sure they are in working order.

The centers and distribution sites where this project is conducted is located in Mandeville, Madisonville, and Slidell, Louisiana.

“The absolute worst thing that could happen would be for a child to be forgotten,” said Penny Weaver, who has been volunteering for the past six years.

The gifts and gift baskets are distributed all at once on what is known as Distribution Day, which is Saturday, December 16th. Volunteers of Project Christmas have been donating their time and efforts for years – one volunteer has been doing it for 11 years.  This year’s officers include Mike Callaway, vice president; C.J. Giffin, treasurer; Suzanne Switzer, secretary; and Rene Arsenault, Jewell Bayhi, Margaret Diaz, Elizabeth Lamulle, Wendy Norlin and Rick VanArsdale.
