This is the question many are pondering since Madisonville’s
population is just over 800 residence. According to Louisiana Lawrason
Act in order to be considered a town you must have 1,001 inhabitants.
In a report issued this week by the state legislative auditor it
states, “Because Madisonville had only 748 residents as of the 2010
federal census, it appears that it should be classified as a ‘village’
under
its charter.”
This is a serious issue posed on the town as it even says in Madisonville’s own charter that the governor must be notified of a change in the town’s population. There
will be several recommendations the town must follow from changes to
the number of town board members to refining policies.
Many residents and leaders alike are not happy with the change in board members from the current five to three.
“I kind of like five people,” Brad Haddox, who serves on the Town
Council said. “That’s five different considerations. … With more varied
people, you have more varied viewpoints.”
How did this oversight occur? According to Haddox it was an innocent
oversight. The Madisonville Charter list many governmental
responsibilities that just don’t apply to today. Examples include
regulating taxes on corn doctors, pet bear exhibitors, exhibitions for
pay, fortune tellers, ten pin alleys etc.
Madisonville has only had a population of at least 1,001 residents in two U.S. Census reports. One in 1910 with 1,028 inhabitants and in 1920 there were 1,103 residents. Since then the town has seen a drop with the lowest population in 1990 at 659. Currently the population sits at an estimate of 831 residents.
“I don’t think we’ve been at 1,000 for 40 or 50 years,” said Mayor Jean Pelloat.
As of February 1, 2019, Governor John Bel Edwards has been notified
via letter of the town’s current
population. Madisonville also sent a
copy of the town’s charter and additional information the Governor
requested to review.
The Mayor and town officials are waiting to hear back on his decision.
As for the name town or village, many residents believe a label does not define a community.
“We are such a small town,” said Stephen Marcus, president of the
Madisonville Chamber of Commerce. “We’re in a pretty small area; we kind
of call ourselves a tiny little village … there’s no stigma.”

Pace of New Home Sales and New Home Inventory on the Rise
Both the pace of new home sales and new home inventory are up
according to the numbers reported for February, 2016. New home sales
went up by 2% bringing the seasonally adjusted amount to 502,000.
Standing new home inventory also moved upward slightly to a 5.6-month’s
supply of homes meaning it would take this amount of time to sell off
all of the standing supply of new homes for sale nationwide. New home
inventory has struggled to rebound because of three factors: lots,
construction workers and sub-contractors, and lending standards.
Lots available for building have actually been a problem for builders in pockets around the country as builders are ready to “get back to work” and build new homes for sale. The lack of supply of ready lots have them searching more rural locations or building completely different floorplans to accommodate certain lot plats.
Construction employment demand has skyrocketed as opportunities begin to be more and more prevalent because of the surge in new construction. Employees and sub-contractors seem to be now flooded with work, which leaves builders waiting on certain subs’ industries to come out to work on their new homes under construction.
Lenders have found ways to ease the home buyer’s woes by offering better standards of down payments with new FHA loan packages and rural development loans. However, the kink in the industry came in late October and the beginning of November, 2015, when the new Closing Disclosure was implemented for real estate closings. Banks, lenders, mortgage companies, and even title companies are on a fast learning curve to master the new system and get home buyers into their new homes fast.
In reality, it is better that the real estate industry is undergoing these types of struggles rather than a complete lack of demand and over 1.5 year’s inventory on the ground like it felt during the Recession. Conventional Mortgages for New Homes Increase for the 5th Month in a Row
When the bottom dropped out of the real estate market, the biggest
indicator that the economy was in trouble was that home owners and new
home buyers found themselves paying more for their home than what it was
worth. One of the biggest indicators that the housing economy has been
in recovery has been the increase in house pricing regionally
nationwide. These home prices went up steadily during the end of 2013
and 2014, so much so, that investors were concerned that they would
cause a housing bubble and throw the entire economy back into a Recession.
Once again, though, supply and demand allowed for free market commerce
to dictate the real estate market, and prices started to stabilize in
the 1st quarter of 2015.For the 5th month in a row, conventional mortgages for new homes have increased to an all-time high of $352,500 in June, and this is also a record for the average loan amount which has not yet so far been above $350,000 after the Recession. In addition to the average amount of a loan going up, home prices also increased in June to $462,100 from $447,600 which is a 3% increase. Also a record-breaking statistic, this is the first time that new home prices have been above $460,000 since the Recession as well.
Even though the average initial fees and charges on loans decreased by 3 basis points to 1.08%, the effetive interest rate on conventional mortgages went up to 3.98%. Home buyers and people interested in refinancing their homes have been “spoiled” with the phenomenally low interest rates over the past 5 years, but an average overall interest rate in the 4% range is still a historically low rate and will probably not be seen again for quite some time. The Fed was set to increase interest rates in September, but this is not a guaranteed move and has been in limbo for over a year.
